Professor Reggie KWAN

Professor Reggie Kwan is currently Chairman of the Federation for Self-financing Tertiary Education (FSTE). Throughout his career, he has demonstrated a strong commitment to academic leadership, institutional development, and advancing higher education. His early academic interest focused on data compression, and later he became fascinated by e-learning and open and distance learning. His recent publications are mostly in e-learning.
He began his academic career in the mid-1980s in Montana, USA, where he achieved the rank of Full Professor in the late 1990s. During his tenure, he also served as Chair of the Computer Science Department at Montana Technological University from 1990 to 1998. After returning to Hong Kong, Professor Kwan joined Hong Kong Metropolitan University (HKMU), where he served for nearly eight years until 2006. During this time, he initially led the Computing Team and later expanded his leadership to include the Mathematics Team. In 2006, he was appointed President of Saint Francis University (formerly Caritas Institute of Higher Education) and, in 2007, also assumed the presidency of Caritas Bianchi College of Careers. In 2016, Professor Kwan returned to HKMU as Vice President (Academic) and was subsequently appointed Provost in June 2019.
Born and raised in Hong Kong, Professor Kwan holds a Bachelor of Science and a Master of Science in Computer Science, as well as a Doctor of Education, all from Montana State University in Bozeman, Montana, USA.
