Professor Anthony Cheung Bing-leung, GBS, JP, is Chairman of the Committee on Self-financing Post-secondary Education and Chairman of the Government Task Force on Review of Self-financing Post-secondary Education, as well as Member of the Education Commission and University Grants Committee.  Formerly Secretary for Transport and Housing (July 2012-June 2017) of the HKSAR Government and President of The Hong Kong Institute of Education (now The Education University of Hong Kong) (2008-2012), he is now Research Chair Professor of Public Administration at The Education University of Hong Kong and Visiting Professor at the Institute for Public Policy of The Hong Kong University of Science and Technology. 

A scholar specializing in governance and public administration studies, Professor Cheung has long been active in community and public service, having held major positions including Non-Official Member of the Executive Council (2005-2012) and Chairman of the Consumer Council (2007-2012).  He served on the Legislative Council during 1995-1997 and was Chairman of its Education Panel.
