Dr. Timothy Chan is the Vice Provost at the Singapore Institute of Management (SIM), overseeing all academic services. SIM is a leading private education institution committed to preparing individuals and organizations for the future.
With over 35 years in education, Dr. Chan has taught IT and Accounting at Singapore Polytechnic, SIM University (now Singapore University of Social Sciences), RMIT University, and the University of London. His research, funded by the European Union and China, has complemented his academic roles. He has also served as an advisor and consultant to institutions in Singapore, Hong Kong, Australia, and the United Kingdom.
Beyond academia, Dr. Chan is active in professional and youth communities. He has held leadership positions in the Singapore Computer Society and CPA Australia, and serves on the Advisory Committee of Youth Corps Singapore. He is the Vice President of the Singapore Association for Private Education (SAPE).
Dr. Chan holds a PhD in Higher Education from the University of Nottingham and is a Fellow of both the Singapore Computer Society and CPA Australia.
Dr. Christine Choi Yuk-lin has been Under Secretary for Education since 2017, before assuming the post of Secretary for Education in 2022.
Prior to joining the Government, Dr. Choi had worked in the education field for nearly 30 years. She taught in secondary schools for more than a decade since 1988, before joining the Education Bureau where she was responsible for school-based curriculum development and language teaching support. In 2013, she took up the principalship of a secondary school. During the period, she took part in social and educational work, including the setting up of the Hong Kong Teachers Dream Fund. She also served on the Basic Law Promotion Steering Committee, the Fight Crime Committee and the Commission on Youth.
Mr. Albert H P Chow is currently the Executive Director of Hong Kong Council for Accreditation of Academic and Vocational Qualifications (HKCAAVQ). He has broad expertise in higher education, and vocational and professional education and training (VPET) sectors in Hong Kong and beyond. Prior to joining HKCAAVQ, he had served as the Director of General Administration of Hong Kong Baptist University, the Head of Academic Quality Assurance of the Hong Kong Polytechnic University, and the Director of Qualifications cum Registrar of the Hong Kong Institution of Engineers (HKIE).
Internationally Mr. Chow has made significant contributions to the education and professional practice agreements in the engineering and information technology fields. Over the years, he has led HKIE projects in outcome-based accreditation and out-of-jurisdiction accreditation that are recognised by international agreements under the Washington Accord, Sydney Accord and Seoul Accord. Mr. Chow was also chairman/member of several working groups and committees set up by the Government and the public sectors.
Professor Keiko Ikeda is the Vice-Director of Institute for Innovative Global Education (IIGE) at Kansai University, a well-established private university in Osaka, Japan. She has taken the role as the principal project manager for the Inter-University Exchange Project supporting exchange with U.S. universities using COIL-style education (Collaborative Online International Learning) funded by Japan’s Ministry of Education, Culture, Sports, Science and Technology (MEXT), which helps to develop global career mindset.
She is a Professor in the Division of International Affairs and has a Ph.D. from the University of Hawaiʻi at Mānoa, specializing in Japanese linguistics, foreign language education, and conversation analysis. Her interests in the international education field are internationalization at home, constructing active learning programs collaborating with universities overseas. Keiko also plays a vital role in another line of the on-going government-funded project, SUCCESS-Osaka Project (2017-2021), promoting the employability of international students who have studied in Japan.
Professor Ronald Chung is the Dean of the School of Continuing Education of Hong Kong Baptist University. He had been Deputy Executive Director of Vocational Training Council for more than five years. He had also spent almost 20 years at The Chinese University of Hong Kong, as Professor, Department Chair of Mechanical and Automation Engineering, and Associate Dean of Engineering.
Professor Chung received his first degree from The University of Hong Kong, and obtained his PhD from University of Southern California (USA). He is a fellow of The Hong Kong Institution of Engineers, a fellow of British Computer Society, and a Chartered Engineer under the Engineering Council of the UK.
Apart from being a member of several committees and council established by the Government, Professor Chung has been the Chairman of Federation for Self-financing Tertiary Education (FSTE) since 2019.
Professor Reggie Kwan is currently the Provost of Hong Kong Metropolitan University (HKMU).
He received his BS in Computer Science, MS in Computer Science and Doctor of Education from Montana State University, Bozeman, Montana, USA. Prof. Kwan started his teaching career in Montana in the mid-80's and reaching the rank of full professor in the late 90's before returning to Hong Kong, where he was born and raised. He was also the Chair of Computer Science from 1990 to 1998 at Montana Technological University.
He worked for HKMU for almost eight years until 2006, initially led the Computing Team and later also the Mathematics team. He joined Saint Francis University (formerly Caritas Institute of Higher Education) as the President and later also became the President of Caritas Bianchi College of Careers in 2007. In 2011, Caritas Francis Hsu College became a degree granting institute and changed its name to Caritas Institute of Higher Education. Prof. Kwan returned to HKMU in 2016 as the VP(Academic) and became the Provost in June 2019. He is a Director of the Chinese Occupational Education Association and the Federation for Self-financing Tertiary Education (FSTE), as well as a member of various external committees.
Victor Kwok oversees Education and Youth Research at Our Hong Kong Foundation (OHKF), and is a Member of the Hong Kong Government Steering Committee on Promotion of Vocational and Professional Education and Training (VPET) and Qualifications Framework (QF). He led and published numerous policy research reports on education, youth and Greater Bay Area, and advocated a series of actionable recommendations to diversify and modernize the academically oriented education system and to raise talent competitiveness. Victor engages in extensive policy advocacy work, as a contributor to the Futures of Education initiative by the UNESCO International Commission, and as a speaker and panellist in various local and international educational summits, television, and other media channels. He is also a content contributor to leading local press and academic journals.
Prior to joining OHKF, he was Assistant Vice President at the Investment Banking Division of Barclays, where he devised structured derivatives solutions for multinational corporate clients across Southeast Asia and Greater China.
Victor has deep passion for talent development and community service. He was invited by the Chinese University of Hong Kong and the Federation for Self-financing Tertiary Education as an advisor to numerous programmes. In addition, as Executive Committee member of the Hong Kong Aerospace Leaders Association, he organised an aerospace programme involving 8 secondary schools and over 200 students, assisting schools to set up aerospace laboratories and update their STEM curricula.
Victor graduated from the Chinese University of Hong Kong with a BBA in Global Business Studies, and obtained a Master of Public Administration from the University of Hong Kong. He is also a Chartered Financial Analyst.
Mr. Esmond Lee is a Deputy Secretary for Education in the Education Bureau of the Government of the Hong Kong Special Administrative Region (HKSAR). He is responsible for policies on higher and further education, covering the publicly-funded and self-financing post-secondary education sectors, the vocational education sector, adult education, and the Hong Kong Qualifications Framework (QF).
Before taking up the current post, Mr. Lee served in various policy bureaux and departments, including the Working Family and Student Financial Assistance Agency, the Judiciary, and the Transport and Housing Bureau.
